Is he an Albanian, why he was proclaimed persona non grata for the Albanians? Kaplan Burović was born in Ulcinj, Montenegro. Some of his family are enrolled as Albanians, some are listed as Montenegrins. She is fluent in Albanian because she has completed studies in Albanian language and literature. He currently lives in Geneva with his third wife.
